PBL Constitution

The Pinnacle Baseball League (PBL) was formed in 1991 in the
interest of having fun playing APBA Baseball. Managers should use the rules in
good faith and try to promote sportsmanship and interest in the league.
Managers should use good baseball judgment and sound ethics at all times.
SECTION 1.A. League Structure
The Pinnacle Baseball League will operate, as a continuous ownership Baseball
for Windows (APBA Computer Game) league comprised of 20 teams. The league will
be divided into four divisions, with 5 teams in each.
SECTION 1.B. Alignment
The alignment of the league will be determined as necessary by the Commissioner.
Any team which has participated in the same division for 2 years may petition
to be put in another division. Realignment will cause minimum movement of teams
between divisions.
SECTION 1.C. League Dues
Dues for each season will be $15.00 for all member with the exception of the league
Commissioner and Statistician due to the additional work required. Dues are payable to
the Commissioner prior to November 15th of each year. Any manager whom has not
remitted his dues on time will not be allowed to make trades nor will be
allowed to draft or receive a c-file to start the season until his dues are
paid.
SECTION 1.D. League Officers
The league officers will be the Commissioner, Statistician, Division Officers
and any other officers voted in by the league as needed. An office may be held
by a member in good standing for a period of one year. After that, any member
in good standing may run for the office. A majority plus one of the members of
the league is required for election. The office of
Commissioner is a lifetime position, until such time he agrees to relinquish his
duties.
SECTION 1.D.1. Commissioner
The Commissioner is the chief officer of the PBL. The Commissioner's duties are
to ensure smooth operation; and to oversee all facets of the league.
The Commissioner's responsibilities include:

organizing and running a
rookie draft (including compiling and distributing an eligibility list)
·
conducting the draft lottery
·
Keeping track of all
trades and subsequently updating the rosters
·
Helping to rule on
protests
·
Recruiting and
orientation of all new league members
·
Making up a season schedule
each year
·
The sending and receiving
of c-files and f-files
·
Admonishment of league
managers for various infractions
·
Management of theleague
finances
·
Updating the PBL
regulations (including handling the yearly rules ballots)
·
Anything else he deems
necessary to make the PBL the best
it can be.
The Commissioner may delegate those duties as he sees fit and under his supervision.
SECTION 1.D.2. Statistician
The Statistician's duties are to compile and update league statistics; i.e. loading
defaults and result f-files and sending out results and play ball c-files.
SECTION 1.D.3. Division Officers
The Division Officer is responsible for helping to keep all games played in his
division current and to help rule on minor protests at the Commissioner's
request.
SECTION 1.E. Owners
The PBL has the following requirements for current and prospective managers:

must have access to the
Internet and the ability to send/receive f-files and
c-files,
·
must have Baseball for
Windows (BBW) version 5.75,
·
must value fair play, and
·
(preferably) be an
experienced BBW player and put the league ahead of any self interests
SECTION 1.F. Fair Play
Owners are responsible for putting the best
team on the field to insure fair play for all teams. While resting players is
acceptable, putting your best players (whether they be position players or
pitchers) on the farm for extended periods of time in order to enhance your
draft position is
unacceptable and will be dealt with appropriately.
No grade 5 grade or below can be used until all you have until
relief innings of 6 or above has
been used up unless you are dealing with injuries or are working a trade for that
player in order to save innings for the team you are trading with.
Pitchers with limited starts or relief appearances (5 or less starts or less than
15 innings pitched in relief are judged differently).
SECTION 2. Specific Baseball for Windows
(BBW) rules
The following BBW settings are set by the commissioner and may
not be changed under any
circumstances. Only by amendment to this constitution can these rules be changed.

SECTION 2.B. Rules for
League/Division

Game Rules Exiting during game
Note: Please be aware that any League Play game started from the Play
League Game menu that is canceled after it is started (at least once) prior to
its finally being played to completion is denoted as such by a (c) in the Game Box
for that day.
The commissioner may require the home manager to submit an explanation as to why
the game was cancelled. If the reason was found to be unsatisfactory in the
commissioner's view, he may require that game to be replayed.
SECTION 3. League Operations
SECTION 3.A. Rosters
Each team owns no more than 40 players during
the year. We will use 26 man active rosters during the season. Each team will
have unlimited roster moves of active players to the minors, but moves cannot
be made during the middle of a series. Rosters can be expanded, beginning with
play in August, to the maximum allowed by the computer.
At all times - even in four-game series - there must be at least 5 starting pitchers
on the 26 man roster. Teams should carry enough relief innings that this
shouldn't be a problem. The 5th pitcher can be one that has both starts and
relief innings, e.g. a split-grade pitcher or a starter with relief innings.
SECTION 3.B. Schedules
Between March 1 and September 30, each PBL
team will play a 162 game schedule. Teams will play 18 games a season against
teams in the same division, 10 games a year against teams in the other division
in the same league and 4 games a year against teams in the other league. The
Commissioner, or someone he delegates, will create the schedule via League Manager.
Some doubleheaders will be scheduled in order to ensure that the scheduled
season finished by September 30.
SECTION 3.C. Rules Changes
The PBL votes on rules proposals once a year, usually at the end of the
playoffs. First, eligible managers send in their proposals. Next we will have a
short time period so they can be discussed. Then the author of each proposal decides
whether to modify it, leave it alone, or withdraw it altogether. The final step
the official ballot goes out for voting. For a proposal to pass, a majority
plus one of all eligible managers is needed in the affirmative.
SECTION 3.D. Voting Eligibility
All managers are eligible to vote or to propose rule changes.
SECTION 3.E. Designated Hitter Rule
Designated hitters, as such, will not be used in the PBL. Players that were
used exclusively as DHs, and did not play in the field all year in MLB, will be
restricted to playing the position they most recently played regularly in their
MLB career OR position they are carded. Players are subject to the MLB managers
are to when they are moved to DH, so that puts PBL managers at
their mercy. DH's can start the position
they last played but no other. If you
see a DH player at home moved by the MM on your team, you must move him back or
remove him from the game, he cannot play more than one position.
SECTION 3.F. Rainouts
There will be no rainouts in the PBL. Everyone will dome their home field. This is accomplished by going into the BBW
game, hitting F4 to bring up Ballpark Options, selecting your default field and
then clicking on the "Domed" box. Then saving the updated options
file. Any f-file submitted with a rainout will have that game simmed by the
commissioner or his duly-appointed representative. No rainouts will be made up
at season's end or between series.
SECTION 4. Player Usage
AIM and Maximum Batter Faced limits will be used. Game injuries and fatigue will
be the default selection with regard to injuries. All injuries will last the
amount stated by the game. Injuries carry over into the playoffs and throughout
the playoffs. Any owner caught altering the duration will be subject to
penalties as determined by the commissioner. A second offense (at
any time, only 2 chances ever) of altering player records will result in expulsion
from the league. Only the commissioner or the statistician (with the
commissioner's knowledge) can adjust players with the commissioner's knowledge.
You may use players who are tired, worn out or overused at your own
risk. Players will underperform in this state anyway.
Upon request of the owning manager, make changes to players with SF < 100 to
normalize their SF to 100 (which results in a decrease in their PR). For example,
Manny Ramirez (who was a 1000/74 in 2002, would have been a 740/100). What this
does it allow you to spread a player's usage over the course of the entire
season rather than just the percentage allowed by the
SF. Each
position must have at least 1200 PR for coverage, but the 930 player cannot
make up the majority of this 1200 PR.
SECTION 4.A. Overuse of Players
Overuse of any player will not be tolerated. The degree of the crime will determine
the degree of punishment. Penalties will be handed out at the Commissioner's
discretion. These penalties may include, but not be limited to, possible loss
of the player/s, loss of draft position (automatic bump to the end of each
round), and possible forfeiture of a playoff spot gained
through excessive overuse of players.
Section 4.B. 930 Innocuous Players
The "930" player is to be used as a backup only, not as a
starting player. Under no circumstances should a 930 player have more games
played than your starting player at that position.
Ideally, the 930 player shouldn't have more than 60 games
started, there are enough players in the draft to have sufficient coverage at
each position. It is wise, not mandatory, as long as both catchers total 1200
PR/SF 100, to have 3 catchers on your roster as this position has always been
one of player tiring, getting hurt, or substituted for the most.
SECTION 4.C. Injuries
All injuries will be for the duration dictated by
the Broadcast Blast game. You may not adjust your 26-man roster within a series
due to injury (in other words, you must play a player short for the duration of
the series).
After the series ends, you may move the injured player to the farm team or keep
him on the parent team at your discretion.
SECTION 4.D. Restrictions
The usage limitations on players are those imposed by AIM and MBF restrictions
with the following exceptions:
·
Grade 1-5 starters get
1000 MBF or actual MBF, whichever is higher.
·
Grade 1-5 relievers get
400 MBF or actual MBF, whichever is higher.
·
Split-grades will not get
adjusted unless both grades are 1-5. And then they will be adjusted to the
above limits based on the relief grade.
Home managers (not using MMs) must abide by the following rules:
·
A starting pitcher cannot
be lifted from a game until he has worked 5 innings; or has given up 5 total
runs; or 3 earned runs.
·
All position players
(including OFs) are restricted to playing only the
position(s) that they played during the actual MLB season. No playing a
player out of position.
·
The "starter"
at a given position must have played a minimum of 10 games at that position in
MLB the previous season
·
During the season,
starting pitchers must have a minimum of 3 days rest between starts.
·
No Tired or Worn out
pitcher may start a game. If a pitcher scheduled to start a game is either
Tired or Worn out, Autosub will pick a reliever if no unfatigued, non-benched
(either explictly or implicity via the Bench Starting Rotation checkbox) starter
is available. These decisions are made by the program and are not subject to
change by the home manager.
Since the micromanagers cannot distinguish between the different
OF positions, the requirement for OF use is relaxed somewhat for road games. The
lineups submitted to start the game must have the position players in their
proper position (as defined above for home managers). However, it is recognized
that the MM may use outfielders at OF positions that they do not play in
real-life when making substitutions. However, your defaults for the
road must have each player in their correct position for this consideration to
be counted.
Each roster must have five starting pitchers (one of these may
be a swing man type pitcher - defined as a pitcher with at least 5 or more
starts).
Pitchers cannot pinch-hit, but can be used as pinch runners. A player cannot be
used to pinch run if he's slower than the player he is replacing, except in the
case of injury.
Each team MUST carry a backup player at each position on their 26 man active roster.
Stolen base attempts will be limited to 100% of real-life attempts. Once the limit
has been reached, the player's SSN (steal success number) will be set to 14 to
(nearly) eliminate the chance of a successful steal. By using 14, we keep the
integrity of the hit and run alive and well.
Also, the steal allowance factor will be set to "R" (rare) to further
restrict the players.
SECTION 4.D. Pitching Coverage
You must have enough starting and relief MBF on your
team to last the season. Each team must have at least a combined 7000 MBF on
its 40-man roster to start the season. The breakdown of this should be in the
range of 4750 MBF for Starting Pitchers and 2250 MBF's for Relief Pitchers.
Relief pitchers cannot start games under any circumstances
(unless you have an injury and you have no other starting pitcher that is not
tired or worn out). Starting pitchers with no relief appearances cannot pitch
in relief. Starting pitchers with no relief grade can pitched the actual number
of relief innings they did in MLB.
However a team is allowed to use 2 grade D starters in cases of
emergency (such as injury, ejections, or extra long games in innings played) in
relief provided the team has meet the criteria for pitching usage to start the
season with these restrictions on the use of these two grade D pitchers:
Limited use of grade 1-5 starters in
relief

A maximum of two starting
pitchers graded 1-5 can be used as relievers.
·
These pitchers can be
used as relievers for 20 games (each).
·
Any more than 20 will
count towards the pitching penalty points.
SECTION 4.E. Emergency
Pickups for Shortages
Subject to the okay of the Commissioner (or Assistant
Commissioner), a team may make emergency pickups to cover shortages. This can
be either be for shortages at the end of the
season or a case where all players at a position are lost due to injury and a
replacement cannot be traded. However, for each player claimed, the following
will apply: a) you will have to drop a player for each player claimed, b) the
player claimed will be released into the available
Player pool at the end of the season and c) your pick - starting
with the 8th round pick and escalating for each player needed - will be dropped
15 slots. So, pick 8.1 drops to 8.16, 8.2 to 8.17, 8.3 to 8.18, 8.4 to 8.19,
8.5 to 8.20, 8.6 to 9.1, 8.7 to 9.2,...,8.20 to 9.15.
This is for emergency only. Owners are responsible for ensuring proper coverage
at the beginning of the season. Any unexpected shortages that can be dealt with
via mid-season trade pickups should be.
SECTION 5. The Draft
The draft is held each year the weekend before Thanksgiving (when possible). It
will be conducted in a Parachat room. The Commissioner will notify everyone of
the start time.
If a manager isn't available at draft time, the Commissioner, or
someone he assigns, will draft for that manager's team, following as closely as
is reasonable, any written instructions received from the absentee manager.
They will not be held responsible for reasonable judgment calls.
The draft will be 10 rounds long.
SECTION 5.A. Player Eligibility for
Draft
Any player who played in a MLB game this season, who isn't
currently owned by another PBL team, is eligible for the draft.
SECTION 5.B. Waivers and Waiver Pool
- eliminated 11/2011 via 12-8 vote
SECTION 5.C. Draft Procedure
The draft will consist of 10 rounds. The draft order will be determined as
follows:
·
The first four picks in
round one will be decided by a weighted lottery involving the four teams with
the worst record.
·
Picks 5, 6, 7 and 8 will
be slotted according to their record.
·
Playoff teams will be
picking in each round according to record and their exits from the playoffs.
·
World Series winner will pick
20th each round and World Series loser will pick
19th each round.
All ties will be broken by head-to-head records (with the team
with the worst record in the head-to-head getting the better pick), followed by
records within their own division and/or league, or ultimately by a coin flip.
SECTION 5.C.1. Draft Lottery
To avoid playing for last, to enhance the first
draft pick, the four worst teams will be in a draft lottery to determine the
draft order for the first four picks in round one. The chances for the better
picks will be weighted, so the poorer teams have a better chance of receiving
an earlier pick. The draft lottery only pertains to round one draft picks. The
Commissioner will conduct the lottery as soon as the regular PBL season is completed.
SECTION 6. Trading
Unlimited off-season trading is allowed from 9/1 (league manager date) until the
first Sunday in February. The deadline time is 9 PM EST for all teams - no
exceptions. The trade needs to be reported before 9 PM EST and the confirmation
has to be within a reasonable time frame (one hour or less) - not the next morning. There
will a brief freeze prior to the start (between the final roster submission and
the start of the season).
Once the season starts, trading is allowed until game 123 (or the closest series
end to that game). Picks for the next draft can be traded only during the last
4 series of the in-season trading period. Trades go into effect with the next
series after the trade is announced by the commissioner. All trades stand
regardless of injury involving a traded player. There is no limit on the amount
of players you can trade.
SECTION 6.A. Reporting Trades
All trades must be reported to the COMMISSIONER by
at least one of the managers involved within 24 hours. Any trades not reported
will not be considered official and will be voided.
SECTION 6.B. Trading Restrictions
Effective 11/2005, we can have unbalanced trades (the total number of players
& picks on each side of the deal do not have to be the same), but your roster
during the season cannot exceed 40 players - so if you pick up more than you
trade, then you must cut a player. Also, if your
trading leaves you short to start the season, then you play short - no dipping
into the player pool.
SECTION 6.B.1. Additional Restrictions
Trades may not involve the following:
·
Players not on your
roster
·
Players to be named
later.
·
Players received in
un-reported trades (See 6.A above).
·
Future conditional exchanges,
and/or loans of players.
·
Future draft picks
(subsequent seasons).
Draft picks for the immediately upcoming draft may be dealt at
the mid-season trading period.
SECTION 6.C. Trading with new managers
There will be no trading with new managers who just
took over a team until ALL PBL managers have been notified of the new manager's
name and e-mail address. This gives everyone equal opportunity. All managers
must confirm notification before any trades are official. The Commissioner will
send out a league wide e-mail notifying that trading with the new manager can begin.
The Commissioner may assess penalty points in any amount he deems necessary
for any of the following:

Repeated late sending of
game results f-files
·
Lateness in sending
default f-files.
·
Overuse of players.
·
Failure to pay PBL dues
on time, (or late charges).
·
Failure to report trades
to the Commissioner.
·
Illegal trades.
·
Trading with a new
manager prematurely.
·
Detrimental acts against
the League.
SECTION 7. Penalty Points
SECTION 7.A.1. Pitching
Penalty Points
·
Any starting pitchers
(grades 6+) used in relief will have their relief appearances count towards
pitching penalty points.
·
More than two grade 1-5
pitchers used in relief will have their relief appearances count towards
pitching penalty points.
·
Any more relief
appearances above 20 for the two grade 1-5 starters will have their excess
relief appearances count towards pitching penalty points.
·
There will be one
pitching penalty point assigned for each ten relief violations:

7.A.2. Position violations
A player playing a position that he did not play
any games at in real-life incurs a potential position violation.
There are four mitigating factors for position violations:

low-use - position violation at that position was less than ten games
total or less than two innings average length.
·
dh - player was a
designated hitter with no real-life defensive position
·
p-def - pitcher with a
rating at another position was used in that position
·
of-vio - position
violation was an OF playing at non-rated OF position(s) (MM moving OFers on the
road)
The potential violation number will have the number of each
mitigating violation above subtracted from it to arrive at Non-Mitigated
Fielding Violations. The Non-Mitigated
Fielding Violations and half of the number of OF-Violations will be added
together to get the number of fielding penalty points. Any fraction will be rounded down.

SECTION 7.B. Appeal
Rights
Since APBA is just a game we play for fun,
if you feel you've been penalized unfairly, or had extenuating circumstances,
contact your Division Officer. The League Commissioner and the Division
Officers will rule jointly on all such appeals. Their ruling will be final.

SECTION 8.C. The AIM Play
Cycle
1. Each manager updates his roster, assigns
the MM, rotation and lineups for their away games and sends a default
instruction f-file back to the commissioner.
2. The Commissioner imports the f-files to update the League Files and then
creates an updated game (playball) c-file and sends it to each manager to play
the first series of games.
3. The first series of games will be played by the home team franchises and game
f-files will be sent back to the commissioner for update.
4. The Commissioner imports the game f-files to update the League Files and then
creates an updated default instruction c-file and sends it to each manager.
5. Upon receipt of the updated League files from the
commissioner, teams will make roster, lineup, rotation and managerial updates
for their next set of road games and send the updated default instruction f-files
back to the commissioner.
6. The Commissioner imports these f-files to update the League
Files and then creates an updated game c-file and sends it to each manager to
play the next series of games.
This cycle continues to repeat throughout the season until play is finished. By following the above cycle, everyone in the
league will receive updated rosters, lineups, rotations and statistics
throughout the season.
SECTION 9. Managerial Responsibilities
SECTION 9.A. Default Instruction F-Files
- Initial
Prior to the start of the PBL season, each manager must send the
Commissioner a default instruction f-file. This f-file should contain his
26-man active roster, default rotation, lineups and road micromanager (MM).
SECTION 9.B. Default Instruction F-Files
- Subsequent Series
Prior to each series, each manager must send a default
instruction f-file to the commissioner (or notify the commissioner that no
changes need to be made). Home managers must submit f-files if they are moving
players to/from the parent club between series. If a home manager is simply
making a change in his batting order or starting pitchers and is not moving
players to/from the
parent club, no f-file needs to be submitted.
Default instruction F-files must be submitted by the deadline specified by the
commissioner for each series. If the file is not received by the time specified,
the series will go ahead with the previously designated rosters, lineup and
rotation.
Managers are responsible for making sure that they have supplied at least one
complete lineup for both rhp and lhp starters (it may be the same lineup). They
are also responsible for making sure that a rotation is defined and that a
micromanager is specified. Benching of
starting pitching is highly encouraged to prevent them being used in relief.
SECTION 9.C.
Commissioner's Responsibilities - Game C-Files
After all of the default instruction f-files are received by the
commissioner (or the deadline for submission has passed), the commissioner will
create and distribute the game c-file. This file must be loaded into LM before
the next series can be played.
SECTION 10. Game Results
SECTION 10.A. Home Manager's
Responsibilities - Game Results F-Files
Home Managers for each series are responsible for playing the
series (unless arrangements are made in advance), creating the appropriate
f-file and submitting it by the due date set by the commissioner for each
series. If a f-file is not in the commissioner's hands by the deadline, the
games
will be simmed using the default micro managers as assigned by the owners.
SECTION 10.B. Commissioner's
Responsibilities - Default Instructions C-Files
The commissioner will load all of the submitted game results f-files into the
League Files and create a new Default Instruction C-File which will be sent to
the managers. This C-File will contain the boxscores and results from the most
recently completed series. Managers should not make changes to their rosters
until they have loaded the most current default instruction
c-file.
SECTION 10.C. Timely Reporting
Timely submission of game results f-files is CRITICAL for the good of the league
- especially since the PBL is an A.I.M. league. The commissioner will sim games
if results are not received by the deadline he sets unless a valid reason has
been set to the commissioner for extra time.
SECTION 10.C.1. Penalties
Penalties will be assessed against managers who reported late according to the
penalty schedule for late reporting in Section 7.A.2. Assessing penalties shall
be the responsibility of the Commissioner, acting on the report of the
Statistician.
SECTION 11. Protests
The visiting manager may protest any loss he feels
resulted from the home manager's negligence, including violations of Pinnacle
Baseball League, APBA or MLB rules; or failure to reasonably follow the
visiting team's instructions.
SECTION 11.A. Lodging a Protest
Protests should be submitted in writing to the Commissioner at the earliest
opportunity. It is strongly suggested that the visiting manager discuss the game
being protested with the home manager, and attempt to resolve the conflict
before lodging a formal protest with the Commissioner. Any protests from
managers who didn't send their road instructions on time will not be considered,
unless the home manager obviously did not use proper ethics when
playing the game.
SECTION 11.B. Resolution
The Commissioner shall decide in favor of the visiting team only if the home manager
made a mistake which might reasonably have cost the visiting team the game.
When a protest is upheld, the game will be replayed either by the home manager
or the commissioner
SECTION 12. Post-Season Play
SECTION 12.A. Player Usage
Any carded player on a playoff team's roster at
the end of the regular season is eligible for the post-season roster for that
team.
SECTION 12.B. Playoffs & World
Series
The two division winners in each league plus the two teams with the best record
in each league, regardless of division, will be eligible for the playoffs. The
division winner with the best record will play the wild-card team with the
worse record and the division winner with the worse record will play the wild-card
team with the best record.
Then the two winners will play for the league title. The same
will occur in the other league. The two league champions will play the World
Series. All playoff series and the World Series will be best of seven games
using the 2-3-2 format.
SECTION 12.C. Player Usage Limits
AIM status for post-season participants will be copied across from the previous
segment to the appropriate post-season segment using Advanced Draft's Copy
Organization command.
This ensures that continuity is preserved by counting all previous team games,
player games played, and player plate appearances, all of which figure into the
computation of his play rating to date (PRtd).
Remaining Useful Value (Ruse) is adjusted upward to reflect the newly scheduled
games for the new segment so that all players may participate in the new games
(with their same Season Factor of course!). Any player with less than 10 games
started at a position cannot start at that position in the post-season unless
all other eligible players are fatigued or injured.
Pitchers will be limited to 10% of their Maximum Batters Faced (MBF) values for
each post-season series. The commissioner or a duly appointed representative
will create a spreadsheet with each playoff team's pitchers and their allowed
MBF values and distribute it prior to the playoffs. The BF's will be tracked as
each set of playoff games are completed.
In addition, starting pitchers with less than 15 starts get only 1 start per series
in the post-season.
As a new season segment is created each player receives a bump to his RUse to
allow him to play the appropriate number of games in the new segment, plus he
gets to carry forward his previous RUse.
SECTION 12.D. Post Season Off Days
Starting pitchers require a minimum of three days rest
between starts. There are 2 off days between the end of the season, and the
start of the playoffs. There is one day off between each series played. Other
days off during a series will be handled just like MLB does it.
Also, if one team finishes a playoff series before another, the
additional scheduled, but not played games, and days off, will also be taken
into consideration. Also, starting pitchers can relieve in the playoffs. If he
is to start in a series after relieving, he must have the minimum three days
rest from his relief appearance.
The commissioner will set up the post-season schedule for each segment in League
Manager and distribute to the league members.

Stolen base attempts will be limited as above for each post-season segment. Once
the limit has been reached, the player's SSN (steal success number) will be set
to 14 to (nearly) eliminate the chance of a successful steal. By using 14, we
keep the integrity of the hit and run alive and well. Also, the steal allowance
factor will be set to "R" (rare) to further restrict the players.
